A strategic plan is needed when it comes to developing a site. Because of the involving nature of the project, every detail has to be first laid down, before any real work begins. During the planning phase, goals are set and a time frame for the project is decided, based on the magnitude of it, in regard to things such as the applications that need to be developed, and the number of pages of content needed. This is also the needs assessment phase, where the client gets to state out the requirements that they want met. The costs are calculated during planning, with the web developer being expected to stick to it, unless unprecedented occurrences force an increased percentage over the initial budget set out.

The second part of website development is the web design. It is the most involving part of website development, and this explains why web development is sometimes referred to as web design. The technical part of developing a website is included in this phase, so it is not completely artistic, where only the visual aspects of the site are created. This is where it begins though- with the creation of the design aspects of the website, including the layout, color choices, and navigation systems. The layout is constantly reviewed and revised, to ensure that it is appealing, consistent with the initial plan set, and does not take too long to load. Graphic elements such as logos are designed, and integrated into the site. Use of JavaScript may be necessary if animation is required. The appearance of the pages is also reviewed, ensuring that the background colors chosen wont make reading the font posted a hard task. If images are to be added, they are processed and optimized for the site, making sure that they are of the most appropriate size.

Content creation is considered on its own, though it occurs at the same time when the website is being designed. The importance of creating the right content has often been highlighted, and there is a general sense of agreement that content still rules. It is what creates the worth of a site, and therefore, ensuring that it is good, relevant, informative is necessary. Proofreading the content is of vital importance as errors, whether typos or grammatical ones, makes a website lose points. Coding is done by a HTML expert, or using a HTML editor, such as WYSIWYG software, before it is posted on the website.

The website is then posted on the internet, and the developer ensures that every common HTML, XHTML browser can be able to access it. There should be consistency in how the site appears in the different browsers, without there being a single significant difference. Website development does not include website marketing; although, there are some web development services that provide website marketing for an additional fee. Routine maintenance is mandatory to ensure the site remains in function. This can be done by a webmaster, who can undertake any web development needs that may arise.
