Most web designers, especially freelancers, can make a good profit from deals with small budgets. There are many people who own small businesses, who are looking to have a website. A lot of these business owners might be a bit unrealistic about what they expect for this money. People often misunderstand how much work will have to go into making a top quality site. You have to realize that a lot of these expectations are not simply unrealistic, they are just not desirable.

If someone has a small budget, they should really learn how to maintain their own site. They have to learn some of these skills anyway, so why not show them how to complete their shell.
